Position and project Summary
Kaizen is seeking a Director of Finance and Operations (F&O) for the anticipated United States Agency for International Development (USAID) Nepal Localization Support project. The purpose of the activity is to provide services to USAID, partner Nepali organizations, and Government of Nepal entities to provide surge support, build capacity, and establish systems and processes to effectively design, implement, and monitor activities that advance our shared development objectives. Support will be provided in three areas: (1) Capacity Strengthening for Local Actors to apply, receive and manage USAID awards; (2) Strengthen the Mission’s Government to Government (G2G) Programming; and (3) Support for the Mission to Improve Localization Programming.
This is a five-year, $25-50 million project, with an anticipated start date in late September 2023. The Director of Finance and Operations will be based in Kathmandu, Nepal. The Director of F&O will be responsible for management and compliance of all financial, operational, procurement and administration of the project. This individual will be responsible for managing the contract budget and preparing financial reports for submission to USAID.
Duties and Responsibilities:
- Experience overseeing program operations, including but not limited to human resources, logistics, procurement, sub-contracts or sub-awards, and accounting/finance.
- Minimum of 10 years of experience in financial, compliance, or operational role, supporting USAID and international donor projects.
- Proven experience supervising finance, security, procurement, database, and administrative operation staff; provide capacity building and mentoring to team, as necessary.
- Experience establishing and maintain financial management and accounting control systems for program expenditures and maintaining database of accounting documents.
- Experience leading preparation of budgets and financial reports for USAID.
- Strong understating of and experience developing internal control measures and ability to implement this program wide and conducting internal financial audits.
- Experience ensuring compliance with USAID and U.S.G requirements.
- Demonstrated familiarity with FAR, ADS, and other operational guidance.
- Proven experience leading start-up/close-out, and procurement for field-based, USAID-funded programs.
- Strong organizational, communications, and interpersonal skills and ability to network and maintain effective working relationships with diverse actors.
- Understanding of and experience working in Nepal.
Qualifications
- Masters’ degree in business administration, accounting, finance, or a related field.
- Demonstrated ability to develop and manage large budgets, and in-depth knowledge of accounting principles.
- Demonstrated familiarity with FAR, ADS, and other operational guidance.
- Proven experience leading start-up/close-out, and procurement for field-based, USAID-funded programs.
- Detail-oriented with strong organizational skills
