The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilisation of military common funding made available to achieve NATO’s goals and objectives.
The NOR advice is based on sound judgement underpinned by facts, figures expertise and knowledge. It follows NATO policies, procedures and standards, and is independent of external stakeholder’s viewpoints. It supports efficient and effective use of public funds by assessing the policy compliance, eligibility, affordability, technical viability, and lifecycle implications of military requirements and proposed solutions. Furthermore, the NOR facilitates resource-informed political decision-making.
The NOR’s Portfolio Delivery (PD) Branch provides programmatic and economic advice regarding delivery of NATO common-funded capabilities at the portfolio level with particular focus on programme interdependencies and portfolio and programme exceptions. The Branch leads the NOR change management initiatives associated with the implementation of the Common Funded Capability Delivery Governance Model (CFCDGM). Additionally, the Branch leads the Common Funded Integrated Resource System support and development.
The Branch is organised in 3 Sections and the incumbent leads the Portfolio Coordination Section and monitors the implementation of NATO common funded capabilities, projects and alike. This covers benefit analyses for NATO common funded elements to include Business Case analysis, analysis of alternatives and performance measurements on the use of military common funding in delivering Alliance capabilities. The incumbent also contributes to the enhancement and optimisation of the current NOR internal processes and its implementation in the portfolio management tool, which is central to the planning and management of the provision and implementation of commonly funded capabilities and projects. On occasion, the incumbent may be required to deputise for the Branch Head.
- QUALIFICATIONS AND EXPERIENCE
Essential
The incumbent must:
- have a university degree from an institute of a recognised standing in economics, finance, business, management, engineering, mathematics, physical sciences, or another relevant field;
- have at least 5 years of experience in portfolio and programme management in a national administration or international environment;
- have extensive practical experience in the use of portfolio/programme information management tools, and reporting performance against project/programme milestones;
- have experience in managing or leading teams;
- have a proven ability to communicate effectively (orally and in writing) with good briefing skills including experience in supporting senior decision maker audiences (both expert and non-expert) in a clear and persuasive way;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one, I (“Beginner”) in the other.
DESIRABLE
The following would be considered an advantage:
- proven experience in portfolio and programme management in the defence sector;
- a project management qualification (PRINCE2, Agile, PMP, etc.);
- knowledge of NATO’s common-funding processes and procedures or experience with the NATO Resource or Military Committees;
- experience performing financial analysis, expenditure forecasting, portfolio oversight, project scheduling, milestone review, and/or risk analysis of defense investments;
- advanced knowledge of Microsoft Excel and Power-BI.
- MAIN ACCOUNTABILITIES
Expertise Development
Directly support the Branch Head, whilst leading the Portfolio Coordination Section in charge of managing the internal PD Branch processes. Prepare project implementation analyses, and benefit analyses as well as scenario planning and modelling techniques for NATO common funded and related elements to include Business Case Analysis (BCA) and Analysis of Alternatives (AoA). Advise and collaborate with other NOR staff engaged in defining cost-effective ways of meeting military requirements. Participate in dedicated working groups with the aim to share information and improve processes among the NATO stakeholders. Supervise and manage the members of the Section and ensure the necessary efficiency and responsiveness of their work. Assess progress and recommend development opportunities to improve the team’s performance as well as promoting staff motivation and engagement. Make sure that the members of the Section are aware of overall Alliance priorities, policy developments and subsequent NOR objectives and priorities.
Project Management
Develop and deliver capability project, programme and portfolio implementation monitoring studies and reports at strategic level, including deviation reports. These studies and reports address the resource and operational status for capability packages and/or projects, and provide recommendations on actions to mitigate identified risks. When required, identify and analyse PD Branch related requirements for the NOR Information System programme and support the implementation of process changes.
Policy Development
Contribute to the development of NATO common funded implementation management policies as required. Draft and coordinate the development of new CFCDGM templates for management products and staff advice.Determine the impact of existing and future policies for the timely delivery of common funded capabilities within authorised scope and cost.
Stakeholder Management
Serve as PD liaison to the Investment Committee- providing handling advice, portfolio analysis, and guiding reporting on NSIP data.Determine how best to enhance and develop a network of key NSIP stakeholders including the Strategic Commands, national Delegations and other NATO Divisions. Asses, manage and consolidate the network within the broader interest of PD/NOR. Plan and deliver training on relevant policies, processes, and templates for all stakeholders. Advise and collaborate with other NOR staff engaged in capability portfolio and program delivery.O perate with diplomacy and tact in a multinational environment where decision-making occurs by reaching consensus among the NATO member Nations.
Knowledge Management
Ensure that the content of knowledge management systems is relevant and accessible to others and support NATO initiatives to enhance delivery of common funded capabilities. Contribute to knowledge management through systems and processes with relevant technical and project management expertise. Contribute to the efficient and effective management of the Portfolio Delivery Branch.
Financial Management
Execute required managerial responsibilities, including budget management and provision of inputs to PDB/NOR budget development activities and ensure compliance with all applicable policy and practices regarding proper use of NOR funding.
Representation of the Organisation
Conduct and support meetings on management of NATO common funded capabilities, involving various NATO and partner stakeholders in the capability communities. Plan, coordinate, and lead detailed reviews of existing and planned NSIP capabilities.
Perform any other related duty as assigned.
The incumbent reports to the Head, Portfolio Delivery Branch . The incumbent participates in, leads and advises during discussions with national Delegations and Authorities of member countries. The post holder also liaises with appropriate NATO bodies, NATO Military Authorities and national Authorities at Ministries of Defence, other NOR Branches and other members of the International Staff and International Military Staff to ensure coordinated, rapid and effective responses to issues at hand.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
