This Post Is Part Of The Senior Structure For The Chief Operating Officer Directorate. The Purpose Of The COO Directorate Is To Lead On Operational Performance And Improvement For The South East Region Including
- monitoring performance against annual operating plans and constitutional standards
- delivering bespoke improvement support to systems via the virtual improvement hub to optimise their overall performance and reduce unwarranted clinical variation
- leading the co-ordination of regional operational planning and assurance
The team works closely with ICB UEC and performance leads, matrix working within the directorate and across broader teams such as Primary Care and Mental Health, closely with the National Emergency and Elective Care Programme Management Office, Ambulance Services, Emergency Care Intensive Support Team and associated teams.
The post holder will have accountability and responsibility for the strategic and operational development of the Team. Plans to achieve the strategy will be underpinned by the delivery of short to medium term objectives.
Key aspects of this role will be to: -
- Ensure the strategy is formulated, understood by all stakeholders and is delivered utilising all available resources efficiently and effectively.
- Ensure the development and management of relevant strategic plans, within the Sector.
- Identify where investments are needed outside the annual planning cycle
- Be accountable for the establishment and performance of the UEC programme to ensure regional oversight and successful delivery of complex, multifaceted outcomes delivered through a structured programme approach which includes setting goals, objectives, managing resources, risk management, milestones and measures of success.
- Establish good working relationships with all senior stakeholders
- Be accountable for the implementation and delivery of governance and reporting processes to provide programme assurance to all stakeholders.
- Robustly challenge programme slippage and secure an urgent programme recovery action plan with assigned accountabilities.
- Ensure that effective arrangements are in place to enable the regional programme to connect efficiently with the national UEC team and ICS programmes so as to maintain good relationships.
- Manage multiple requests for information with short deadlines, designing and implementing systems and processes to ensure that there is a grip on, and understanding of, programme performance and delivery issues across the NHS in the South East and that the programme assurance framework is being used effectively. It requires the building of good relationships across NHS England in order to influence decision making and to unblock issues.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person. The post holder will be expected to come in to the London office twice a week.
