Purpose of Job
Jobholders at this level carry out specific tasks independently but are subject to close supervision. They research, collect and analyze information, draft reports and documents, participate in specific meetings and develop their own professional expertise. They undertake simple operational activities including performing assessments, identifying gaps and challenges, and performing basic quality checks and audits.
Job Responsibilites
Business Excellence Planning (Quality and Excellence Programs)
- Understand ZATCA current activities and practices (i.e., policies, process flows, decision authorities, and operating model) by conducting workshops with key stakeholders and gathering required documents
- Perform research to benchmark current ZATCA activities and practices against best practices and industry trends
- Identify current gaps and key challenges against target quality and excellence programs based on assessment and research results
- Develop and prioritize quality and excellence improvement initiatives and related roadmaps to enhance internal quality and organizational excellence and minimize identified gaps, and coordinate implementation
- Align with Finance & Administration function on budget and with other Strategy & Development functions on initiatives
- Develop and/or update quality and excellence programs’ plans and related project charters
- Participate in the development of requests for proposals for quality and excellence programs
- Support other functions in their application for different ISO standards
Quality Assurance
- Perform quality checks on process manuals and improved processes
Improvement Initiatives Implementation, Monitoring, and Review
- Plan for quality ISO audits to assess compliance of ZATCA functions with quality standards
- Conduct quality ISO audits and report findings for corrective actions implementation
- Implement the EFQM model by performing current state excellence assessment checks and develop gap assessment report stating desired state for quality
- Support other functions in corrective actions’ implementation of quality and excellence initiatives
- Follow-up on a continuous basis the implementation of quality and excellence improvement initiatives
- Conduct impact assessment to verify that quality and excellence desired objectives have been achieved and report accordingly
Capability Building
- Develop awareness material, standards, and guidelines to build internal capabilities in quality and excellence programs
- Provide training on quality and excellence (i.e., systematic problem-solving techniques, SO, EFQM, BPM, Six Sigma belt, etc.), in coordination with Human Capital function, to ensure proper understanding and to strengthen the capabilities of employees, teams, and functions
- Build relationships with national and international quality management firms (i.e., through forums) to strengthen capabilities
Organization and Operations
- Follow all relevant policies, processes and standard operating procedures so that work is carried out in a controlled and consistent manner
- Help in solving escalated problems and provide needed support for junior team to ensure work is carried out in an efficient manner
- Escalate complex problems to the relevant person to ensure cases/issues are closed properly
- Perform other duties as requested
